Abia CP Warns Personnel Against Extra-Judicial Killing

Abia State Commissioner of Police, Danladi Isa has warned police officers serving in Abia State Command of the Nigeria Police Force (NPF) against involving in extra-judicial killing.

 

Danladi, who spoke in Umuahia, the state capital during a lecture/conference with strategic officers including qArea Commanders, Divisional Police Officers (DPOs), Heads of Departments (HODs), and the Commander, Violent Crime Response Unit (VCRU) of the command warned that the Inspector General of Police, Tunji Disu frowns at such behaviour.

 

A warning that could not have been unconnected with the recent extra-judicial killing of a 28-year-old innocent Nigerian; Mene Ogidi by an Assistant Superintendent of Police (ASP) Nuhu Usman in Effurun, Delta State.

 

Isa further conveyed the IGP’s directives on the need for officers of the Command to always update cases under investigation on the Command database system to ensure accountability and proper supervision of cases under investigation at different formations of the Command, which will in turn, be uploaded to the Force Headquarters (FHQ) database.

According to Isa, the IGP maintained that extra-judicial killing is unlawful and contradicts world best practices and human rights provisions under both local and international laws, warning that officers who engage in such acts will not be spared, as necessary internal disciplinary actions will be taken including prosecution.

 

He further directed that officers must ensure periodic community engagements and minutes of such engagements forwarded to the Command.

 

The State Chief Police emphasized that officers must not be far from the communities they police, but rather ensure closeness with members of the public, building trust and confidence while making themselves available for partnership.

 

He also warned that going forward, raids must be intelligence-led through established intelligence networks, as arbitrary raids will no longer be tolerated.

 

He directed that officers must be properly dressed with visible non-detachable name tags, well dressed and clean-shoven and must comply strictly with the Nigeria Police Force social media policy.

 

Addressing the Violent Crime Response Unit (VCRU) personnel, Abia State Command, the CP warned that with the screening and training programmes conducted, much is expected from officers of the Unit in terms of professionalism and civility.

He also warned that misconduct, harassment, over-detention, extortion or brutality will not be tolerated and that the Commander will be held accountable for the action and inaction of the personnel under his supervision.

 

Furthermore, Isa warned officers to desist from handling civil-related matters, directing that parties involved in such cases should be advised to seek redress in court, stressing that land-related matters with criminal ingredients must be referred to him and will be personally reviewed for appropriate action

 

The CP who warned that Commanding Officers will henceforth take what he described as ‘vicarious liability” of the actions of officers and men under their leadership, directed that regular lectures must be conducted by officers in their various formations to educate personnel on relevant laws guiding police operations as they carry out their constitutional duties.

While warning officers of the Command would no longer tolerate impunity within its rank and files, the state Police Boss reminded officers to be professional, civil, respect the rights of members of the public and to ensure that every action taken in the course of their duties is in accordance with the stipulated laws, also directed that the Complaints Response Unit (CRU), Abia State Command to remain active in receiving complaints against officers in the command as all personnel must maintain zero tolerance for impunity and other forms of unprofessional conduct.

 

The CP, while conveying the IGP’s appreciation to officers and men of the Command for their hard work in keeping the country safe and secured, reminded them that “to whom much is given, much is expected”.
